Search specificity and personnel selection for the agricultural sector

In recent years, investment attractiveness of Ukraine's agricultural sector has grown significantly. This was due to development and positive trends in the economy and demand for agricultural products, and examples of many Western companies that have come to the Ukrainian market before.

Milk phenomenon of California

California, where the Hollywood, film industry center of the world, is situated, is a state leader in production of milk. In 2008, they developed 19 million tons of milk there, and set new goals — 21 million tons of milk in 2020. Dairy industry has long taken the first position among other branches of agricultural production in the state. Each year the state sells dairy products for more than 4.5 billion dollars.

Local scientists have long calculated that the contribution of the dairy industry in the state economics is over 63 billion dollars creating 443,000 jobs. Having made these calculations, the scientists surprised not only themselves, proving that the dairy industry in the economic structure of the state is ahead of such well-known industries like film production and wine. Statistics show that the film industry creates assets at $ 35 billion and provides 208 thousand jobs, and the wine industry — 59 billion dollars and 330 thousand jobs, respectively.

Chaharovskyi Vadim Petrovych, a graduate from Odessa Technological Institute of Food Industry University named afterM.V. Lomonosov, PhD.

From 1986 to 1992 he worked as an assistant professor of dairy technology and food drying in Odessa Technological Institute of Food Industry. In 1992 he was appointed as a deputy director of production and raw materials of the Ukrainian-Italian joint venture Odytalat.

He was the director of Balta dairy products plant for children, technical manager of Parmalat Ukraine. Since 1998, he managed Galakton, dairy plant.

In 2006, he headed the construction of Bilotserkivskyi milk processing plant. Nowadays Vadim Petrovych is a Vice-president of a managing company Terra Food. Since 2010, he is a Member of the Supervisory Board.

Since 2004, he has been the Chairman of Union of Dairy Enterprises of Ukraine. Awarded with the Diploma of Honour by the Cabinet of Ministers of Ukraine, Diploma of “Man of the Year — 2002” in nomination “Manager of the Year”, Diploma of the Verkhovna Rada of Ukraine for special merits. He has the title “Honored Worker of Industry of Ukraine”.

Uvarkina Evhenia Yuriivna, director of LLC “Agrofirma ‘Trio’”

Evhenia Uvarkina got higher education in economics, finished training courses in management and organization of personnel according to MVI system. Since 1999, engaged in private business, conducting trading activities. Married, has four children. Since 2001, Evhenia is one of the founders and directors of LLC “Trio XXI” which specializes in the wholesale of sugar and grain in Russia. In 2003 Evhenia Yuriivna, together with her sister and brother, has started agricultural enterprise LLC “Agrofirma ‘Trio’” in Lipetsk region. In 2005 LLC “Agrofirma ‘Trio’” had 9,000 hectares of cultivated land, and in 2008 — 17,000 hectares. The main activities of LLC “Agrofirma ‘Trio’” are sugar beet growing, high-quality commodity grain growing and milk production.

Ms. Evhenia, what made you start dairy business?

We started to work in agricultural sphere in 2003. It was accidentally, I keep saying that this plan is blessed by God. Earlier, from 1998 to 2002, we used to sell grain and sugar, collaborating with agricultural enterprises, things were going well. But once, in early spring, one of district officials appealed to us — saying, Evhenia, I know your persistence, let one of the district farms to be in your ward, it is not too difficult. Actually, the entire economy was in decline: there were no funds for spring sowing, arrears of wages — about 3.5 million rubles. Without understanding of what is awaiting for us, we started work. As we were told, deposit a little and get a little more.

In 1984 graduated from Kharkiv Veterinary Institute with a degree in zootechnics. She worked on farms in Donetsk region. Since January, 6, 2007 she works at LLC Ukrainian Dairy Company. In February–March of that year she had training courses on dairy farms in the U.S. for a month, where she worked with milking machine operators, managers and veterinarians. “Thus I gained my experience and understanding what the modern industrial production should be”, Lilia Anatloiivna says.

Lilia Anatoliivna, which main rules are to be followed to get 9,000 liters of milk from a cow?

The main rule is do not harm the cattle. A cow is a factory for the production of milk, and it is quite a big burden for her: eat so much food and convert it to 9,000 liters of milk. Currently, 60% is a concentrated ration and 40% is roughage. The risk is great, but to get such a performance with other ratio structure is impossible. And the crucial point is to balance the diet and exercise strict control. We constantly evaluate the cattle fatness to compare its performance and fatness. It may be that the cattle converts feed not to milk, but to subcutaneous fat, leading to metabolic disorders. So we regularly do biochemical blood tests. When opening a new silo or haylage pit, or starting to give new bought forage — pellet or cake meal — we must do the analysis. Anyway, strict control of diet, quality of forage, and fatness… There is no room imagining. Everything is interconnected, and single out one thing — for example, the quality of food only, or a balanced diet it is impossible. Everything works just as complex. And only everything together, it will give the desired result.

Serhii Bykov, Deputy Minister of Agrarian Policy of Ukraine, about the prospects of the dairy sector in Ukraine

Bykov, Serhii Viktorovych, graduated from Kharkiv Veterinary Institute (1984) and the Dnipropetrovsk Regional Institute of Public Administration (2002).He started his work experience as senior veterinarian at state farm-mill “Vuglegirskyi” (Donetsk region). He has held senior positions in agricultural enterprises and local authorities in Ivano-Frankivsk, Luhansk and Donetsk regions. Since April, 2006 to May, 2010 — Director, CEO, Chairman of the "Ukrainian Dairy Company" (Kyiv), the largest dairy complex in Ukraine. Since May, 2010 — Deputy Minister of Agrarian Policy of Ukraine.

For 16 million Dutch people as much milk is produced as throughout Ukraine

In late spring a group of Ukrainian milk producers and processors had the opportunity to visit the Netherlands and see the dairy industry of this country, let’s say, from within. Such visits are part of the Ukrainian-Dutch Infomoloko project, sold to Ukraine by company Friesian.

Friesian is one of the few consulting companies in Europe and even the world specializing on milk and dairy products exclusively — their quality, reduce cost, minimizing risk of contamination throughout the chain from production to consumption. The company has developed projects in various parts of the world: Indonesia, China, Russia, Ukraine, Middle East, Africa, where farmers want to produce more quality and inexpensive milk. As to the need for milk to be the cheapest and thus most qualitative, both producers and processors are unanimous. All they want to get more quality and cheap raw materials, and also evenly throughout the year. The company works closely with farmers and processors harmonizing their relationships.

Ms. Natalia, has anything changed in the company since the plant joined the international group Bel?

Obviously, lots have changed. European manufacturing philosophy differs from Ukrainian one. Bel Group has certain standards and values observed in different countries. These are ethics, enthusiasm, professionalism, unity, innovation, i. e. the things that are welcome in our company and put in prominent place. They force to unite around priorities. Our goals are ambitious enough.

Oleg Shyshkunov: “When I am asked how come that in comparison with the year 2008 our cows increased milk yields in 2,400 liters, I reply — one of the components of success is the acquisition of high-quality sperm. However, sperm production is not all. Having improved heifers, we clearly apply the Agrosoiuz growth technology, when since birth till copulation age animals are to have steady growth in 750 grams daily. If an animal is of quality breeding, if a cow calves normally, and calves have acceptable conditions for cultivation and fertilization, the yield will not disappear”.

Yet in the plane, before landing in Tel Aviv, watching the endless sands, it was hard to imagine how one can be engage dairy cattle breeding in the desert and still achieve better global results. From the airport we immediately headed to the north of the country, where we spent the first night in Beit Rimor Kibbutz under the Golan Heights. All around sets the feeling that the country is in a state of constant expectation of war: military helicopters “Apache”, leading permanent patrols, lots of armed soldiers in city streets.
